Introduction
In application of the provisions of the first paragraph of Article 139 of the Constitution, the regional councils shall establish participatory mechanisms for dialogue and consultation to facilitate the contribution of male and female citizens, associations and cooperatives, and various actors in preparing and following up on regional development programs in general. The Council of the Tangier-Tetouan-Al Hoceima region has created three advisory bodies as participatory mechanisms for dialogue and consultation to facilitate the contribution of male and female citizens and associations in preparing development programs and following them according to the methods specified in the region’s bylaws: ● An advisory body, in partnership with civil society activists, specializes in studying regional issues related to activating the principles of equality, equal opportunities, and the gender approach; ● An advisory body specializing in studying issues related to the interests of young people; ● An advisory body, in partnership with economic actors in the region, is concerned with studying regional issues of an economic nature.
Legal Framework:
Regulatory Law No. 111.14 relating to entities: Article 117:“The regional council has three (3) advisory bodies:● An advisory body, in partnership with civil society activists, specializes in studying regional issues related to activating the principles of equality, equal opportunities, and the gender approach; ● An advisory body specializing in studying issues related to the interests of young people; ● An advisory body, in partnership with economic actors in the region, is concerned with studying regional issues of an economic nature;The Council’s bylaws determine the naming of these bodies and how they are composed and managed. “

The National Forum for Advisory Bodies was organized  in a context characterized by the advanced regionalization workshops entering an important and decisive phase, after the completion of the legislative reference arsenal represented by Regulatory Law No. 111.14 and the implementing decrees related to it, as well as the Administrative Decentralization Charter.
It is clear that the advanced regionalization workshops have reached maximum speed, and that the success of this bet is linked to the ability of all territorial actors to keep up with this speed. The legislator recognized the magnitude of the challenges posed by this stage, by stipulating the necessity of supporting and accompanying the parties in establishing mechanisms to strengthen participatory democracy. In this context, Article 116 of Regulatory Law No. 14 states.
111 relating to regions, provided that the region’s councils create participatory mechanisms for dialogue and consultation to facilitate the contribution of male and female citizens and associations in preparing development programs and following them in accordance with the methods specified in the region’s internal system. Article 117 of this law also specifies three advisory bodies that sit with the region’s council:
● An advisory body, in partnership with civil society activists, specializes in studying regional issues related to activating the principles of equality, equal opportunities, and the gender approach;

● An advisory body specializing in studying issues related to the interests of young people;
● An advisory body, in partnership with economic actors in the region, is concerned with studying regional issues of an economic nature, provided that the Council’s bylaws specify the designation of these bodies and the methods of their formation and management;
Based on the firm conviction that advisory bodies are required today, more than ever, to actually engage in contributing to the success of advanced regionalization workshops by providing advisory opinions to regional councils whenever they are requested to do so.
In this context, then, and as a continuation of the institutional efforts made to qualify advisory bodies to carry out their roles, this forum comes as a step towards strengthening the role of advisory bodies in the path of advanced regionalization and their openness to various territorial actors in a way that ensures convergence and harmony.
Although each region of the Kingdom is unique in its own experience regarding the establishment of advisory bodies, the first session of this forum will highlight the various experiences to discuss them and draw lessons from them.
If the Council of the Tangier-Tetouan-Al Hoceima region and its three bodies are behind the organization of the first session, then this forum is scheduled to become an annual event that hosts, under the supervision of the advisory bodies of Tangier-Tetouan Al Hoceima and the Council of the region, a group of actors and experts, to study the various problems and topics related to how the bodies operate. advisory, with the aim of:
●    Sharing and exchanging experiences regarding governance models for advisory bodies in Morocco.

●    To benefit from best practices in the field of tracking and evaluating regional development programs and their relationship to participatory democracy mechanisms.

●    Strengthening and developing cooperation mechanisms between agencies and advisory bodies

●    Encouraging and strengthening cooperation and solidarity between advisory bodies at the national level,
●    Sharing experiences and expertise regarding engineering and implementation of development programs and projects. Approving and announcing the Tangier Forum for Advisory Bodies.

●     Establishing a network of advisory bodies across the Kingdom
